well, you have opened a can of worms with this question (please guys, if you respond let's make it a discussion and not an argument) Your question is kinda broad and requires a lot of cavaets. Let's be general: The Starduster is a stable and proven design IF it is well built and maintained as such. The airplane does not have a history of flutter, but my understanding of flutter is that it can occur on ANY airplane at any speed if conditions are right i.e. poorly rigged and balanced controls. Therefore, I THINK you could get Starduster controls to"flutter" if you did the wrong things, either building, maintaining or operating. If built and maintained correctly, the Starduster is actually quite docile, but not all are built and maintained to the same standards, so they will vary in handling response and characteristics.
